One Monroe County arrest can create four distinct records. The arresting agency writes the incident and arrest report. If the person enters county custody, Monroe County Correctional Facility creates an intake record. A Magisterial District Court opens the complaint-level docket, and Common Pleas may later record the District Attorney's Information and final disposition. When fingerprints are taken, an OTN helps the Pennsylvania State Police Central Repository match the arrest cycle with later court results.
These products update on different clocks. A police release can come first. Court charges may later change. A repository disposition can lag, and a jail booking remains a custody event even after release. No single record proves the final outcome. The reliable approach names the holder, checks the next part of the chain, and reads the latest filed disposition for each charge.
Four Monroe County Arrest Records
The records are related, but their contents and owners differ. An agency narrative explains the initial event. MCCF documents intake and release. UJS tells what entered court. PATCH is a statewide name-based criminal-history product built from law-enforcement repository data.

How to Look Up Monroe County Arrests
Monroe County has no verified public jail roster or complete online booking log. Start with the agency and phone fallbacks, then move through court and repository channels. This sequence works for a recent arrest, a person's own older record, or a need to confirm how a filed case ended.
- Identify the arresting agency from the event location, incident number, OTN, or official notice. Request its report through the agency's records channel.
- Call Monroe County Correctional Facility at 570-597-3764 for current county custody. The facility does not publish a verified person-search roster.
- Search Pennsylvania UJS Case Search by name and date of birth, OTN, complaint number, or incident number. Check both MJ and CP dockets.
- For non-posted county records, use the creating agency or the Monroe County Office of Open Records by mail, email, fax, or in person. Judicial records stay with the courts.
- Order a formal statewide name-based response through PATCH. Allow for repository lag and use SP4-170 when reviewing or correcting your own repository record.
- After a state commitment, search the PA DOC Inmate/Parolee Locator. It does not cover MCCF custody.

Monroe County Arrest Agency Routes
Reports remain with the agency that created them. Stroud Area Regional Police covers East Stroudsburg, Stroudsburg, and Stroud Township. Pocono Mountain Regional Police serves participating north-central municipalities. Pocono Township Police, East Stroudsburg University Police, PSP Stroudsburg, PSP Fern Ridge, PSP Lehighton, Monroe County Detectives, and the Sheriff may create records within their own roles.
Stroud Area Regional Police accepts written records requests online, by email, fax, mail, or in person. PMRPD also accepts written requests through its published policy. PSP has its own RTKL channel. A narrowly framed request should state the incident, date range, place, party, record type, and whether inspection, copies, or certification are sought. Active investigative material, juvenile data, victim information, and protected identifiers may be withheld or redacted.
Crash records use a separate channel. SARPD publishes a $15 crash-report form, and Pennsylvania State Police operates the official statewide crash-report portal. A crash request is not a substitute for an arrest report or court docket. Confirm eligibility and report completion through the named agency before ordering.
Monroe County's executive fallback is the Office of Open Records, led by the county Open Records Officer, rather than a Sheriff's criminal records division. Its site publishes policy and contact information, but no verified public person-search roster. The PA DOC locator serves state prisoners and DOC-supervised parolees, not people still held at Manor Drive.

No verified Monroe County Sheriff app, county inmate app, public mugshot roster, or complete booking database was found. A generic CRIMEWATCH mobile subscription does not expose a proven, fuller arrest database than the official web feed.
Monroe County Arrests in PATCH
When fingerprints are taken, the arrest event can enter the Pennsylvania State Police Central Repository with identifiers such as the OTN. Courts later send dispositions for matching. This is why a new or unmatched result can lag behind the local Monroe County docket. Pennsylvania law also limits noncriminal-justice dissemination of qualifying stale no-disposition arrests and limited-access data.
PATCH offers a $22 standard name-based check and a $27 notarized check. A qualifying volunteer check is free and cannot be notarized. For a person's own full repository review and correction route, SP4-170 is mail-only and costs $20. A no-record PATCH response can be immediate, while a request under review may take two to four weeks.
PATCH and UJS answer different questions. PATCH is the state repository product. UJS is a court docket and warns that its public case search is not a criminal-history check. If a repository result appears wrong, use the source agency record, OTN, and court disposition to support correction.
A dismissal does not automatically make every arrest product vanish. Pennsylvania expungement under 18 Pa.C.S. § 9122, petition-based limited access under § 9122.1, and automatic Clean Slate limited access under §§ 9122.2 through 9122.5 are different remedies. Eligibility depends on the record and statutory conditions. A person reviewing their own old Monroe County arrest should identify the correct docket before using the court and repository correction or restriction process.
Monroe County Booking Follow-Up
MCCF's published rules matter when an arrest leads to continued county custody. Personal mail goes through the Securus Digital Mail Center in Tampa, while legal and publisher mail goes to Manor Drive. The phone provider does not accept incoming calls or personal messages. Visitors must sign in, show photo identification, pass screening, and follow the posted housing-unit schedule.

The schedule confirms why a booking check and a visit plan are separate tasks. Verify the person's current unit and eligibility with MCCF rather than assuming a general time applies.
Posted rules describe half-hour visits with two visitors, require minors to bring a birth certificate and parent or guardian, and bar phones, food, and beverages from the lobby. Screening can include searches and a metal detector. Those operational rules do not add facts to the court case or prove guilt.
Arrests vs Convictions
An arrest states that an agency took a person into custody or accused the person through legal process. A conviction requires a guilty plea, no-contest plea treated as a conviction, or guilty verdict accepted by a court. Between those points, Monroe County charges can be withdrawn, dismissed, changed in the Information, resolved through ARD, or end in acquittal.

A warrant entry also needs its own check. Monroe County has no verified public active-warrant database, and the Sheriff's civil paper search is not a warrant search. UJS may show a capias or bench-warrant event, while the issuing MDJ, Clerk of Courts at 570-517-3385, Sheriff at 570-517-3312, or originating police agency holds the proper follow-up channel. Someone resolving their own warrant should contact counsel and the issuing court before appearing.
